The Listahanan 3 assessment covered the five provinces in the region with a total of 1,326 field workers in 2019 and was completed in 2021 despite the COVID-19 pandemic.
Director Reynoso added that this provincial launch activity signifies that the DSWD is now officially open for partnership through our Listahanan Standard Data Sharing Agreement.
Listahanan used the Proxy Means Test (PMT), a statistical model that estimates household income through observable and verifiable indicators such as materials in housing structures, and households’ access to basic services and facilities such as water, electricity, health, education, and assets among others.
The PMT estimated income is compared to the existing poverty threshold set by the Philippine Statistics Authority on which household incomes that fall below the provincial threshold are considered poor.
The database further shows the average household size among the poor in the province is four, most of them owning cell phones at 78.4%, television at 44.3%, and motorcycles at 14.5%.
In contrast, 28.3% of the poor households have no access to electricity mostly in Santa Cruz.
Listahanan data also revealed that in every 10 poor households, one has no toilet facilities and ways of depositing waste include open pit and pail systems mostly used in Sta. Cruz and Gasan towns.
In his closing message, DSWD Assistant Regional Director for Administration Benchie Gonzales encouraged all social potation implementers to utilize Listahanan data that will aid in executing a coordinated approach in providing appropriate and data-driven solutions to the social issues in Mimaropa particularly in the province of Marinduque.
The Listahanan 3 database can be used for planning and budgeting references, local investments, and programming. It can also be used as a reference for academic research, and as the registry of the poor as the potential list of beneficiaries of various social protections.
Interested parties who would like to access the DSWD list of poor must accomplish the standard DSA form, designate a data protection officer, and establish security measures in compliance with the Data Privacy Act of 2012.
The new DSWD profile of the poor is released on May 26, 2023, during the Listahanan 3 Provincial Launch anchored on its theme, “Bawat Bahay Magkakasama sa Kaunlaran” at Marina Hotel.
