DA-NorMin undergoes SPMS training-workshop

MALAYBALAY CITY, Bukidnon (PIA)--Sixty-eight (68) key officials of the Department of Agriculture-Regional Field Office 10 (DA-10) went through a training workshop on Strategic Performance and Management System (SPMS), done in two batches on July 10-11 and 13-14, in Dalwangan, this city.

Lourdes B. Pelaez, CSC Bukidnon Field Office director, said the agriculture department should put a premium on performance, as an organization succeeds or fails based on the attainment of goals, citing that the crucial determinant of success lies in the performance of personnel.

"In the case of the government, it translates into being unable to serve and, ultimately, falling short of effecting change. The agri department should put a premium on performance, as an organization succeeds or fails based on the attainment of goals. The most important determinant of success lies in the performance of personnel," she explained.

Strategic Performance and Management System (SPMS) is a tool to ensure that employees attain the objectives set forth by an organization. It focuses on results reviewable throughout the implementation period about targeted milestones while providing a material basis for gauging organizational performance and the synergy of individuals in the organization.

In turn, the organization achieves goals by adopting its devised strategic plan.

Pelaez emphasized that the tool promotes a culture of performance and accountability. She said that when people fail to perform, the organization fails.

Meanwhile, Regional Technical Director for Research and Regulations Cora Dumayaca expressed and pinned her hopes that capacity-building enhances attendees' knowledge and understanding, giving more value to every element of the agency in work accomplishments.

Personnel from various divisions played roles in the SPMS training facilitated by the Human Resources Management Section.

Representatives from the Integrated Laboratories, Planning, Monitoring and Evaluation, Administrative, and Finance divisions, with the Office of the regional executive director, formed the first batch. Personnel from the Field Operations, Agribusiness & Marketing Assistance, and Regulatory & Research divisions formed part of the second batch.

DA-10 Regional Executive Director Carlene Collado explained that the training workshops are instrumental in achieving the agency's battle cry of '10 for 1', signifying their commitment to soar as one of the top-performing DA regional field offices throughout the country.
