Calapan City launches Pagkalinga Program

The City Government of Calapan, together with the Commission on Population and Development (CPD) Mimaropa and the Department of Social Welfare and Development (DSWD) Mimaropa, is taking a bold step forward in its commitment to the welfare and empowerment of adolescent mothers with the upcoming launch of the Social Protection Program for Adolescent Parents and Their Children (SPPAPC), also known in Filipino as Pagkalinga sa mga Kabataang Magulang at Kanilang mga Anak Program (Pagkalinga Program) in the City Pavilion on September 30.

This program launch marks a significant milestone in the city’s ongoing efforts to protect, support, and empower adolescent parents.

This initiative underscores the commitment to safeguard the rights and future prospects of young mothers while addressing the critical issues of repeated pregnancies, sexual abuse, and social vulnerabilities that affect them.

According to CPD Mimaropa Regional Director Reynaldo O. Wong, the challenges of adolescent mothers limit their children's future.

“Adolescent mothers often face insurmountable challenges that hinder their personal growth and limit their children’s future prospects. By addressing these issues, Calapan City is not only transforming the lives of these mothers but also making a lasting positive impact on the entire community,” Wong said.

Pagkalinga Program is based on the approved Social Protection Operational Framework and Strategy, in which the pilot city underwent a series of social preparation activities and developed inter-departmental collaboration.

This program is dedicated to support the continuing education, skills development, and employment prospects of adolescent mothers.

It also seeks to expand income-generating opportunities and invest in the health, development, and overall well-being of both mothers and children.

The local committee composed of different departments and civil society organizations in the city arranged for the provision of necessary services that are included as conditionality for a P500 financial assistance. Over a hundred eligible adolescent mothers in the city will benefit from the program. 

This event marks the beginning of a transformative journey for these young mothers. Alongside this event, CPD will also coincide with the commemoration of 2023 World Contraception Day, which underscores the urgency to continue addressing reproductive health and rights and empowers young people to make informed choices and decisions.
