TAGBILARAN CITY, Bohol, Oct. 19 (PIA) -- Gilagdaan na ni Presidente Rodrigo Roa Duterte ang Republic Act 11592 o LPG Industry Regulation Act nga nagtinguhang i-regulate o tarungon ang industriya sa domestic liquefied petroleum gas ug seguradohon ang proteksyon sa mga mamamalit batok sa malpractices.

Ang maong balaod gilagdaan niadtong Oktubre 14 ug ang kopya gipagawas niadto lamang Lunes, Oktubre 18.

Ubos niining balaod, gitogutan sa LPG Cylinder Exchange and Swapping Program ang “exchange, swapping, and buyback of LPG cylinders, the computation of the depreciated value of LPG cylinders, and the establishment of accredited LPG cylinder swapping centers.”

Sa pikas bahin usab, ang Department of Energy (DOE) ang magsilbing nag-unang ahensya sa gobyerno nga responsable alang sa implementasyon ug pagpatuman sa RA 11592.

Ang DoE ang mag- regulate, supervise, ug monitor” sa LPG industry ug tanang industriya nga mosalmot aron maseguro ang pagsunod sa “health, safety, security, ug environmental standards,” subay sa Philippine National Standards (PNS), ug gitugotang codes and standards.

Kini usab ang mag-andam sa LPG Industry Development Plan, nga may konsultasyon sa publiko ug pribadong stakeholders, nga iapil sa Philippine Energy Plan.

Ang LPG Industry Development Plan nagtinguhang seguradohon nga ang “existing and projected LPG supply levels will meet demand,” apil na ang konkretong lakang aron mas mapalambo pa ang industriya.

Ubos sa RA 11592, “every LPG industry participant shall secure a license to operate, which shall indicate the specific site, plant, and outlet, prior to the commencement of commercial operation, and shall publicly post such license to operate in its business establishment or premises.”

Sa panahon o higayon nga ang participant gustong mosalmot sa bag-ong aktibidad sa gawas sa iyang kasamtangang lisensiya nga mag-operate, kinahanglan niining mokuha og bag-ong lisensiya alang sa bag-ong aktibidad.

Ang DOE usab ang magbaton og “exclusive authority” aron magpagawas og lisensiya aron mag-operate, balido alang sa tulo  ka tuig “or any such period as may be determined by the agency.”

Nakalatid sa balaod nga magpahamtang kini og multa nga gikan P5,000 hangtod P500,000 ug pagkabilanggo og dili moubos sa unom ka buwan apan dili molapas sa 6 ka tuig sa mga molapas sa balaod.
