Telcos, partners meet to map out process in energizing communication towers

QUEZON CITY (PIA) – In anticipation of the expiring Joint Memorandum Circular (JMC) No. 1 s. 2020 and its revised version that was signed on July 1, 2021, the Anti-Red Tape Authority (ARTA) has convened the telecommunication companies (telcos), tower companies and the energy/electricity providers in the country.

In a workshop entitled, “Telco Workshop for process mapping of Telco Towers’ energization held on Friday (May 19) at the Globe Telecom Tower in Taguig City, ARTA Director-General, Sec. Ernesto Perez expected participants to be able to map out and dig deeper into the nuances of existing processes by identifying the gaps that hinder the energization processes of telco towers and work towards effective solutions.

JMC No. 1 (s. 2020) or the Streamlined Guidelines for the Issuance of Permits, Licenses, and Certificates for the Construction of Shared Passive Telecommunications Tower Infrastructure (PTTIs) and its revised version has played a crucial role in the approval of at least 26,636 pending permits. Moreover, the number of permits needed has decreased from 13 to 8, documentary requirements from 86 to 15, and length of time for processing from 241 days to 16 days.

According to Sec. Perez, there had been a series of a series of collaboration meetings with all the telecom companies and tower companies that also resulted to a summit held last December.

“The workshop today, I think we're making history because this is the first time that we're having this workshop under the ease of doing business law and we see the enthusiasm of the CEOs, the chief operating officers of telecommunications and tower companies are working together, sharing information because the market out there is too big. And we have a noble purpose to improve internet and the energizing of these telco towers, which will really substantially improve the communications network in the Philippines because if you go to the far-flung areas, they cannot hold virtual meetings continuously because this is impeded by loose connection, intermittent connection,” Sec. Perez said.


ARTA is optimistic that President Marcos will sign the executive order aimed at institutionalizing the speeding up of the tower construction application process.

“I'm very confident that with the support of the private sector, we will see the President signing that Executive Order, because we have already submitted the final (revised) draft. After so many revisions, after so many meetings and we were required to submit our final draft. We submitted it last April 20 already, retaining the more important, substantial provisions in the regional Executive Order,” Sec. Perez noted.

ARTA is the primary government agency in charge of streamlining processes to ensure ease of doing business in the government, in line with President Ferdinand R. Marcos Jr's directive to improve the country's digital infrastructure and connectivity aimed at having competitive economy that will be more attractive to investors.(PIA-NCR)
