National Land Use Bill deserves urgent attention – President Marcos

QUEZON CITY, (PIA) – President Ferdinand Marcos Jr. aims to prioritize the passing and implementation of the National Land Use Act (NLUA) that will integrate all mandates and policies on the use and protection of lands, including parameters that will guide planning at both national and local levels.

The House of Representatives recently approved on the third and final reading the House Bill (HB) 8162 or the National Land Use Act. A national framework for the country’s land will be developed to ensure just, holistic, and ethical planning consistent with the principle of sustainable development. 

The National Land Use Commission (NLUC) will be responsible for all related matters as soon as the bill is signed into law. This office will work under the Office of the President. 

The NLUC shall oversee the integration of all the development from the national level down to each local government unit (LGU). The Commission will be tasked to monitor the implementation of all land use plans, including relevant policies.

The President first mentioned his vision for the NLUC during his State of the Nation Address (SONA) and it was one of the priority measures under the Legislative-Executive Development Council (LEDAC). During a speech in Liloan, Cebu he reiterated the urgency of enacting the bill for the benefit of the Philippines. 

"I had the opportunity to work on this matter when I chaired the Senate Urban Planning, Housing, and Resettlement Committee some years ago. It never materialized for reasons beyond our control... This time, we will see to it that this measure shall be given [the] urgent attention that it deserves, cognizant of its fundamental importance to our holistic national development," he added. 

To ensure proper implementation and development of the proposed law, President Marcos said that the national and local governments will tap professional environmental planners for their knowledge and technical expertise for accurate and well-aligned physical and land use plans. 

Lastly, the President hoped for more similar bills and projects for the country. 

“Let us imagine if these kinds of projects are replicated across the country, laterally and locally coordinated, and harmonized both on the provincial and national levels, then we could say that we are genuinely closer to our ambition of a prosperous, inclusive, and resilient society,” he said.
