Gov’t agencies reminded of deadline of 2022 SALNs submission

QUEZON CITY (PIA) -- The Civil Service Commission (CSC) has issued a reminder to all government agencies regarding the upcoming deadline for the submission of the 2022 Statement of Assets, Liabilities, and Net Worth (SALN). The deadline for the submission is set on June 30, 2023.

According to CSC Memorandum Circular No. 10, s. 2006, which amends the guidelines on the filing and submission of the SALN, the Chief/Head of the Personnel/Administrative Division or Unit/Human Resource Management Office (HRMO) is responsible for transmitting all original copies of the SALNs received on or before June 30 of each year to the appropriate repository agency.

The specific repository agencies and the corresponding list of officers and employees required to file their SALNs with them are identified in CSC Memorandum Circular No. 3, s. 2015.

In light of the ongoing transition to the new normal and the continued implementation of flexible work arrangements in many government institutions, the CSC announced that the guidelines for the filing and submission of the SALN during exceptional circumstances, as outlined in CSC Memorandum Circular No. 6, s. 2021, will still apply for the 2022 SALNs. These guidelines were released during the height of the COVID-19 pandemic.

CSC Chairperson Karlo Nograles emphasized that electronic methods of oath-taking, filing, and submission of the 2022 SALNs are allowed. This recognizes the need for flexibility in government work arrangements. The collated SALNs can be submitted to the proper repository agency either in physical or electronic form, but agencies are advised to choose only one method of submission, without combining both options. This ensures centralized recording and monitoring by the repository agencies for better efficiency.

Government agencies opting for physical submission must adhere to the existing guidelines on the filing and submission of the SALN. They should submit both the physically filed SALNs and printed copies of the electronically filed SALNs.

For electronic submissions, offices will be permitted to transmit the electronic SALNs to the proper repository agency using a USB flash drive or disc storage, accompanied by the required summary as provided under the rules.

The CSC's reminder serves as a call to action for government agencies to ensure compliance with the SALN submission deadline. By adhering to the guidelines, agencies can contribute to the efficient recording and monitoring of SALNs, promoting transparency and accountability among public officials and employees.
