ZamPen aims for leading sustainable agri-fishery industry in PH

PAGADIAN CITY, Aug 01 (PIA) – The National Economic and Development Authority (NEDA)-9 and the Regional Development Council (RDC)-9 officially launched the Zamboanga Peninsula Regional Development Plan (RDP) 2023-2028. This will serve as the region’s overall blueprint in development planning for the next six years.

The ZamPen RDP aims to attain the region’s vision to become “The Center of Sustainable Agri-Fishery Industries of the Philippines.”

“The plan was formulated with the people of the region at the heart of the plan,” said NEDA-9 Regional Director Phlorita A. Ridao.

The plan reflects the government’s policies, strategies, programs, and legislative priorities in support of and consistent with President Ferdinand R. Marcos, Jr.’s Socioeconomic Agenda; geared toward the attainment of the country’s long-term vision, the AmBisyon Natin 2040, where all Filipinos are envisioned to enjoy strongly rooted, comfortable, and secure lives.

With rich natural resources, the RDP lays out strategies to develop the region’s agriculture and fisheries sector to achieve its vision of becoming the center of the sustainable Agri-fishery industry in the Philippines.

“That is a very bold and a very up vision for the region. The region is on the right track of modernizing its production, intensifying research and development, technology and innovation to increase the production and value adding activities of its agricultural and fishery products,” said NEDA Undersecretary Carlos Bernardo O. Abad Santos.

To achieve the plan, the strategies and approaches are summarized in the region’s banner, VIBRANT Zamboanga Peninsula. The acronym VIBRANT stands for the following:

Vigorous agriculture and fishery sector: the region will strive to increase the production of agricultural crops and fishery products. This will include increasing the value-adding activities of the resources through the modernization of harvest and post-harvest facilities and the application of R&D, technology, and innovation in the production processes.

Innovative and sustainable industries: the region will increase the number of industries and hasten industrialization which will create innovative and sustainable commodities that are competitive in international markets. The increase in diverse and innovative industries will add to the region’s quality jobs and ensure financial stability and enhance inter-industry linkages in the region.

Better and accessible human development services: increasing the number of institutions that offer agri-fishery courses will eventually expand the number of experts in the field of agriculture and fishery. This includes the provision of quality education and training, and access to quality and efficient healthcare services. The competitiveness of the province or city will be enhanced through the ease of doing business, which involves concerned agencies and LGUs streamlining their operations to make them client-friendly.

Robust and transformative infrastructure development: increase and improve the linkages and connectivity among the settlements, services centers, and key production and tourism areas through efficient and resilient infrastructures. The government, in partnership with the private and business sector will expand and upgrade all infrastructure amenities- roads, bridges, irrigation, communication, energy, and housing by building back better. The quality infrastructures are expected to withstand natural disasters, improve travel efficiency, and provide ease and comfort in the movement of people and products in the region.

Accelerated climate action and strengthened disaster resilience: the plan will guide the region towards accelerating strategies for the protection and rehabilitation of critical ecosystems and restoration of ecological services in ensuring efficient, effective, and synergistic implementation of climate actions. This strategy will also secure the protection of marine and terrestrial ecosystems, reduce pollution, and manage wastes in the region.

Nurtured peace, security, and harmony: the military acknowledged that efforts should be enhanced to maintain the insurgency-free status of the region by continuing the livelihood programs for the families of the friends rescued (known before as former rebels) and pursuing the development efforts in the cleared areas. The movement of agricultural and fishery products are expected to increase through the safe transport of all commodity harvests to the trading areas. The administration of justice will be improved by increasing the number of cases solved annually.

Transparent, responsive, and accountable governance: the government and political leaders will continue to increase transparency and accountability in all government transactions and implement programs and projects that benefit the marginalized groups. The LGUs being at the frontline will be expected to practice good governance as a necessary condition to achieve the desired outcome of earning public trust.

RDC-9 Chairperson Mayor John Dalipe urged all stakeholders to work together to turn the plan into reality.

"Development requires everyone's commitment and perseverance. That said, let us continue to embody the whole-of-government and whole-of-society approach in laying the foundation for a matatag, maginhawa, at panatag na buhay para sa lahat," Mayor John said.

The ZamPen RDP was formulated in collaboration with regional government agencies, local government units, the private sector, stakeholders’ groups, civil society, and development partners. (RVC/CCP/PIA9-Zamboanga Peninsula)
