BHRC-Basilan proposes landmark ordinance to safeguard human rights defenders in the province

Basilan Province is on the brink of making history as the first-ever Provincial Local Government to pass an ordinance aimed at safeguarding the rights and fundamental freedoms of human rights defenders operating within its jurisdiction. The Bangsamoro Human Rights Commission - Basilan Provincial Office (BHRC-Basilan) is proud to announce its proposal of the groundbreaking "Ordinance Protecting the Rights and Fundamental Freedoms of Human Rights Defenders Operating in the Province of Basilan through the Establishment of Protective Mechanisms and Appropriating Funds Therefore and for Other Related Purposes."

The proposed ordinance, which BHRC-Basilan will be presenting to Hon. Moumar Muarip, esteemed board member of the Sanggunian Panlalawigan and chairperson of the Committee on Human Rights, carries profound significance for the promotion and defense of human rights in Basilan. It aims to establish comprehensive protective mechanisms that will enable human rights defenders to carry out their crucial work without fear of harassment, intimidation, or reprisals.

The purpose of this ordinance is twofold. Firstly, it seeks to recognize and uphold the invaluable role played by human rights defenders in the province, emphasizing their right to promote and protect human rights and fundamental freedoms through peaceful means at local, national, regional, and international levels. Secondly, it aims to create an enabling environment where human rights defenders can freely associate, form groups and organizations, access resources, seek, receive, and disseminate information, and participate in public affairs without undue interference.

As the chairperson of the Committee on Human Rights, Hon. Moumar Muarip holds a vital position in shaping the human rights landscape in Basilan. His unwavering commitment to defending and promoting human rights aligns perfectly with the mandate of the Bangsamoro Human Rights Commission (BHRC). The BHRC is tasked with ensuring the respect, promotion, protection, and fulfillment of human rights and fundamental freedoms as enshrined in international human rights standards, treaties, and conventions.

Through his leadership and support, Hon. Moumar Muarip has the opportunity to contribute significantly to the advancement of human rights in Basilan by championing this groundbreaking ordinance.
