A Second Chance at Life in Balay Silangan

The illegal and dangerous drugs problem of the country has been around for the longest time, ravaging the lives of countless Filipinos after one, curious try.

With families shattered, communities threatened, and young people at risk, many administrations in the past strived to put an end to the illegal drug trade and substance abuse, but a resounding success was deemed out of reach.

While many say that this social issue can only be addressed with an iron fist, the Marcos administration committed to continue the fight against illegal drugs within the bounds of law and with due regard to the rights and dignity of human life.

Just as human life is highly-valued and all possible solutions are considered, the “Balay Silangan” stands prouder now more than ever in providing a family-based, in-house drug reformation program.

For voluntary drug surrenderers, entering the Balay Silangan means taking control of their lives that were once robbed from them by illegal drugs.

The Balay Silangan, patterned after the “Bahay Pagbabago” Reformation Center first introduced in Bataan province, is the drug reformation program of the Philippine Drug Enforcement Agency (PDEA).

It seeks to help drug offenders remold themselves into productive, self-sufficient, and law-abiding citizens who can contribute in the country’s growth and development, and support the government in its anti-illegal drugs campaign. 

In the Balay Silangan, numerous interventions await the reformists.

These include counseling, moral recovery activities, values formation, personal and life skills training, community service, and physical activities.

Mayor Margarito C. Mission, Jr., alongside other officials of San Remigio town, and representatives of concerned national government agencies unveil the "Balay Silangan" marker.

Recognizing the crucial role of family in the success of the program, the Balay Silangan also welcomes family members who long for their reformist kin and wish to show them their support.

The Balay Silangan makes sure as well that reformists can stand on their own and live their lives independently, as it aims to reintegrate drug offenders back into the society when the program is complete.

This is through the various livelihood training, employment education, and financial assistance from Balay Silangan-partner agencies such as the Department of Trade and Industry (DTI), Technical 

Education and Skills Development Authority (TESDA), and the Department of Social Welfare and Development (DSWD), among others. 

In Antique, four towns now have their own Balay Silangan – Tibiao, Patnongon, Hamtic, and the newest in San Remigio that was inaugurated in time for the provincial launching of the “Buhay Ingatan, Droga’y Ayawan” or BIDA Campaign of the Department of the Interior and Local Government (DILG).

During the inauguration, PDEA Assistant Provincial Officer Jose Maria Real said that the Balay Silangan is “law enforcement with a heart,” stressing that the reformation program here is a compassionate way of implementing the anti-illegal drugs law.

A statement of DILG Antique Provincial Director John Ace Azarcon coincides with this notion.

Azarcon emphasized that the drug problem is a multi-pronged issue that requires multi-pronged solutions, hence, the involvement of different social sectors, local government units (LGUs), and national government agencies (NGAs) in the BIDA anti-illegal drugs campaign.

Truly, it is through the involvement of the entire community that the Balay Silangan can stand the test of time and continue to be a temporary shelter for those seeking refuge from the perils of illegal and dangerous drugs.
