LGU Iligan issues new EO amid Delta variant threat

ILIGAN CITY (PIA)--To mitigate and control the looming cases of coronavirus disease (COVID)-19 in the city, the local government here issued a new executive order to impose heightened restrictions, especially amid the threat posed by the Delta variant.

City Mayor Celso Regencia issued Executive Order (EO) No. 192, series of 2021 enforcing and implementing measures limiting movements and transportation, regulation of operating industries, and strict community quarantine protocols effective 12:01 AM of Tuesday, August 10, despite the city still being under the Modified General Community Quarantine (MGCQ).

Under the new EO, senior citizens aging 60 years old and above may move within the city and enter public and private establishments provided they present a COVID-19 vaccination card or a Certificate of Complete COVID-19 Vaccination (CCCV) issued by the Department of Information Communication Technology (DICT), City Health Office (CHO) or other Department of Health (DOH) recognized vaccination sites and with the observation of minimum health protocol as per Section 2.

Minors below 18 years old are not allowed to go out except when having medical emergencies, and unavoidable and indispensable travels provided they have adult supervision and strict compliance to COVID-19 health protocols according to Section 3.

Further, Section 5 states that all fully vaccinated persons, including pregnant women and those with immunodeficiency and comorbidity, should always bring with them their COVID-19 vaccination card for presentation when necessary.

Section 6 stresses all commercial establishments which are allowed to operate may establish a fast lane for entry, discounts and/or incentives for fully vaccinated citizens.

On the other hand, all individuals entering the city will be subjected to a body temperature scan and those with 38 degrees Celsius or above upon screening shall be held temporarily at the checkpoint for five minutes while the second elevated temperature shall be reported to the Emergency Operations Center (EOC) for appropriate action as reflected in Section 9a.

In Section 9b, non-residents within the region entering the city to procure essential goods and access basic services shall be required to present valid identification and vaccination cards.

Section 9c states that city residents re-entering or returning to the city from within the region after 24 hours or more shall present proof of negative antigen or swab test result with two days validity from the place of origin while those from within the region re-entering the city on the same period may be accommodated at the fast lane upon presentation of full COVID-19 vaccination card.

Highlighted in Section 9d is the compliance of returning residents from other regions with the S-PaSS required protocols such as presentation of a COVID-19 vaccination card showing full immunization, Certificate of Complete COVID-19 Vaccination or negative RT-PCR or Rapid Antigen Test, Barangay Residence Confirmation Certificate, and Letter of Acceptance from the LGU.

Meanwhile, Section 10 indicates curfew hours shall be from 9:00 PM to 4:00 AM and travelers arriving within the curfew hours shall present valid travel documents and those required under sections 9a to 9d, whichever is applicable.

Also, selling and serving liquors are temporarily prohibited until further notice as stipulated in Section 11.

With the recently issued executive order, the city mayor conveyed that the government was just taking an action to fight against the ongoing health crisis,

“Mas maayo pa nga atong unhan kay [It is better to go ahead first because] we are focusing on prevention rather than cure. Nigrabe na ang COVID sa Iligan [The COVID in Iligan has gotten worse],” Regencia said.

As of 3:00PM Monday, August 9, the City Health office recorded 16 new COVID-19 cases and eight recoveries tallying a total of 147 active cases in the city. (CRG/PIA-ICIC)
